The Toombs County Detention Center houses up to 128 pre-trial, pre-sentenced, county, city, and state sentenced prisoners and has an average daily population of 96. Both male and female prisoners are held in the Detention Center. 

Our goal is to provide a safe, secure, functional, and humane environment for staff and prisoners, while protecting our community. although the care of the prisoners is the responsibility of the Sheriff, both the State of Georgia and Federal Government impose standards to which the Sheriff must comply. These include a minimum square footage of living space per prisoner, medical and dental care, balanced and nutritional meals, outdoor recreation, and many other tax-supported services. 

The Detention Center is currently staffed with 29 full-time and 4 part-time employees. Jail staff are P.O.S.T. Certified Officers. Jail Officers are required to attend Basic Jail Officer Training with no less than twenty hours in-service training annually. 

Inmate labor is utilized to minimize operational costs in such areas as facility sanitation, food, and laundry services and are also sent to Vidalia, Lyons, and assigned to County work details. 

 

Captain Shannon Higgs

Captain Higgs began his career in Law Enforcement in 1992 with the Georgia Department of Corrections. He came to work at the Toombs County Detention Center April 1, 2000 as Chief Jailer. He was promoted to the position of Detention Center Administrator in February 2006. He is responsible for the day to day operations of the Detention Center.  

Lieutenant Robyn Banks

Lt. Banks began her employment with the Toombs County Detention Center in 1994 as a Dispatcher and went from dispatcher to Jailer. She moved to Administration In 1996 and was appointed T.A.C. (Terminal Agency Coordinator) for GCIC (Georgia Crime Information Center). She is responsible for the Toombs County Sex Offender Registry, Maintains Toombs County Warrants, Protection Orders and Inmate Records. 

Lieutenant James McNear

Lt McNear graduated from Vidalia High School. He began his employment with the Toombs County Detention Center in 2001 as a Jailer and was promoted to Chief Jailer in 2006.
